Whisk together flour,  baking powder, baking soda, cinnamon, ginger, nutmeg, cloves, and  allspice.

Beat butter, brown sugar, and white sugar in a large bowl until light and fluffy.

Beat in eggs, sour cream, vanilla extract, and lemon zest until blended. Then add flour mixture and fold in apples.

Bake for about 25 minutes or until a toothpick inserted into a cupcake comes out clean.
